David A. Foster, Ph.D., M.P.H., M.T. (ASCP), is chief scientist, at the Center for Healthcare Improvement at Thomson
Reuters, a knowledge creation center whose main focus is creating insights to guide the healthcare industry toward
improved performance. During the past two decades, Foster has held research and teaching positions at the University of
Michigan, and has worked as an epidemiologist at the Federal Centers for Disease Control and Prevention, and for the World
Health Organization on projects around the globe, including Alaska, Africa, and the former Soviet Union. Foster has served
on the National Quality Forum’s Ad Hoc Advisory Committee on performance measure criteria, and has published in numerous
peer-reviewed journals.
In 1992, Foster joined Solucient, which was acquired by Thomson Healthcare in 2006. During this time, Foster has played a
lead role in the development of data sources, study designs, and methodologies that facilitate the delivery of high-quality
healthcare information to providers, payers, employers, and suppliers.
Foster received his Ph.D. in epidemiologic science from the University of Michigan.

Janet K. Young, M.D., M.H.S.A., is senior scientist, at the Center for Healthcare Improvement at Thomson Reuters, a knowledge
creation center whose main focus is creating insights to guide the healthcare industry towards improved performance.
Young has over 20 years of experience in the evaluation of process of care and health outcomes using medical record and
billing data. Since joining Thomson Reuters in 1987, she has had a leadership role in product development, the 100 Top
Hospitals studies, pharmaceutical research, and risk adjustment methodologies.
Young received her M.H.S.A. from the University of Michigan in Ann Arbor, her M.D. from Yale University and her B.S.
from the Massachusetts Institute of Technology.
